HOW IT STARTED
It was September 23, 2009 when typhoon Ondoy struck the province of Rizal. Maria Cecilia L. De Mesa-Rosario "Cecil" formed a group of Christian men and women and they called their organization CARE MINISTRY.

Care Ministry started to get donations from relatives, friends, and different organizations such as: Life Underwriters Associations of the Philippines (LUAP), Asia Pacific Financial Services Association (APFinSA), Million Dollar Round Table (MDRT) Philippines, and Christian Women of Metro Manila (CWMM). They were able to solicit a huge amount in cash and goods combined. They reached out stricken areas in the whole province of Rizal, Laguna, Bulacan, and Pangasinan.

After this event, they decided to keep helping people regularly. They began doing Medical, Dental, and Optical Missions three to four times a year. They also started a scholarship program and were able to help two students finish college. Every May, they organized a Back to School Program, and every quarter, they held a Feeding Program. They also give assistance through blood donations and cash assistance for hospitalization and burial.


In January 2014, Cecil thought of formalizing her dream since childhood and thus giving birth to Heart of Joy Foundation Inc. There were challenges in getting everything properly registered, but with the help of God, the foundation was officially recognized on May 9, 2018, by the Securities and Exchange Commission (SEC).

Cecil and her team have kept doing what they call their "ministry to mankind." They organize medical programs, give food to those in need, help kids go back to school, and support students with scholarships.
For her, real joy is found when someone started to share his or her life and resources for others to live.

Our mission is to empower underprivileged Filipinos, especially children, by providing holistic support primarily in education and healthcare, to help them overcome the challenges of poverty and bring forth opportunities for a brighter future.
Our vision is to see the Philippines where every child has access to education and healthcare, and to see them thrive in a society where poverty is not a cycle and every individual has the means to create a positive change in their lives and in their community.
